It is my great pleasure to formally invite you to the kick-off event of the Jean Monnet Centre of Excellence REBUILD, taking place on 24 and 25 February 2022 on line, via zoom. REBUILD, which stands for "Recovery of Europe, Budget of the Union: Integration, Law & Democracy", is the latest project of the Brexit Institute at DCU. The Jean Monnet Centre of Excellence kick-off event will be opened by a keynote speech of Paschal Donohoe, Minister of Finance of Ireland and President of the Eurogroup.

The REBUILD kick-off event will be structured around 5 panels, bringing together leading speakers from the world of academia and the institutions, and connecting the interdisciplinary team of the REBUILD Centre at DCU with experts from across Europe and the United States. The programme is as follows:

The Conference will kick off on Thursday 24 February, at 2pm CET, with a presentation of the REBUILD project, funded under the Erasmus+ programme of the EU, and the opening keynote speech.

Panel 1, from 2.30 to 4pm CET is chaired by Barbara Nolan (Head of the European Commission Representation, Ireland) and entitled "Next Generation EU (NGEU) & Europe’s Economic, Monetary and Banking Union". It features as speakers Erik Jones (EUI)Laure Clement Wilz (Université Paris-Est Créteil)Fabian Amtenbrink, (Erasmus University Rotterdam) and Christy Ann Petit, (DCU).

Panel 2, from 4.30 to 6pm CET, is chaired by Karine Caunes (Editor in Chief of European Law Journal), and entitled "Governance: How does NGEU work?". It features Julio Baquero Cruzo (Legal Service of the European Commission), Michael Breen (DCU), Richard Crowe (Legal Service of the European Parliament) and Amy Verdun (Canada).

Panel 3, scheduled on Friday 25 February, from 10 to 11am CET, is chaired by Derek Hand (Dean of the Faculty of Humanities and Social Sciences, DCU) and entitled "Values: What are the criteria and principles shaping NGEU?". It features Petra Bard (CEU), Edoardo Celeste (DCU) and Diarmuid Torney (DCU).

Panel 4, from 11 to 12.30 CET is chaired by Ken McDonagh (Head of the School of Law & Government, DCU) and entitled "Funding: How is NGEU funded and how will borrowing be repayed?". It features Carlo Garbarino (Bocconi University), Goran Dominioni (DCU), Niall Moran (DCU) and Tomasz Woźniakowski (NCU Torun).

Finally, the event is closed by a final round-table discussion, scheduled from 12.30 to 13.30 CET, entitled "The Future of NGEU". This is chaired by Shona Murray (Europe Correspondent at Euronews) and features Vivien Schmidt (University of Boston), Shahin Vallee (OECD and former adviser to the President of the European Council), and myself.
